My senior cat is DRIVING ME INSANE?

I have 2 cats, 1 is around 17 yrs old, the other around 15 yrs old. They have been with the family since they were kittens. They are like night and day. One is chubby, laid-back personality, and a lap-cat. The other one, the oldest, is very thin, jumpy and doesnt much like to be held. They have been that way their entire lives. The oldest, Smokey, has also vomited her entire life. If it's not hairballs, its the food she just swallowed whole. Lately, she has developed several new, VERY annoying habits that have just sent me over the edge. She has ALWAYS been obssessed with food. ALWAYS. She knows she's not allowed in the kitchen, but I learned years ago not to leave any food out, because she sneaks in there at night and devours it. I know it's her because Stinky, the other cat, sleeps with me all night, and I've also caught her in the act. She has never properly used her litter tray either. She balances herself on the edge and pees and poops on the OUTSIDE. It's quite a site, but the stink and the mess are disgusting. Well, last month I bought a 5x8 rug for my kitchen floor...its shag, which might actually be what's causing this 'new' issue. She has decided to go in there and poop and pee on it. I've caught her over and over. At first, I thought it was maybe that the litter tray was too 'dirty' for her, as they won't use the litter tray if it needs to be cleaned, but that's not the issue. I had JUST completely redone the litter tray the last time she did this. I have finally rolled up the rug and given up, as my apartment now smells like cat urine. Last, but NOT LEAST, she NEVER sleeps. I am not exaggerating when I say she sleeps an average of 3 hours in a 24 hour period. All day long, like clockwork, she goes to the food/water EVERY 30 minutes, or is walking around, and literally follows my every step. It's like she's afraid she's going to miss something. I DONT UNDERSTAND. 3 days ago, I finally started just putting out 2 small bowls of food, one for each cat, and I fill with 1/4 cup twice a day. BUT I have to put it in the living room where I can see it, since she will eat both bowls, and Stinkey will end up with no food since Stinkey sleeps all day. Im absolutely at my wits end. Between the filth at the litter tray, constantly scrubbing vomit stains, and now this obsession to pee on a rug in the kitchen along with NOT SLEEPING AT ALL? Why would she suddenly go pee/poop on a new rug in my kitchen? She's never done that, and I've had kitchen rugs before, though its been a couple years. And i DONT GET why she absolutely never sleeps anymore. As I'm writing this, she has jumped off the couch and is pacing around all over the place, which she does throughout the day. She has lived with me in an apt for the last 5 years, so its not the apartment life. These 2 new habits that she's added to her repertoire have just popped up out of nowhere and Im at my wits end. Is it her age?
